I have two sets of Betty Boop "Dressing Up" Plate Block of 9 as an Official legal Tender postage stamp issue of Chad. Can I use them as postage stamps today? And are they of any value. I have the Certificate of Authenticity and the issue numbers are BP13 numbers 10344 and 10345. Thank you. REPLY TO POST |
